8189 Minutes: of an Ordinary Meeting of the Arnside Parish Council, held in the Parish Council Office, Church Hill, Arnside, on Monday 13th December 2004.

8191 Apologies for Absence:
A letter of apology was received from Councillor R.J.(Ros) Lishman - medical advice to rest, and not to attend non-essential meetings.
Verbal apologies were received from Councillor K. (Ken) Hargreaves.
8192 Receipt of Declarations of Members’ Interests relating to any items appearing on the agenda.
The Chairman reiterated his previously declared non-prejudicial interest in item 20, insofar as the item might refer to Ashmeadow House.
8193 Minutes of Previous Meetings:
The Minutes of an Ordinary Meeting held on Monday 8th November 2004, were approved, and subsequently signed by the Chairman.
8194 Matters arising from the Minutes of previous meetings
8174 Traffic Regulation Order for junction of Ashmeadow Road and Silverdale Road: Councillor Casey informed that he had written, in a private capacity, about his perceived shortcomings in the proposed Order.
8195 Matters raised by Members of the Public for consideration.
One member of the public made comments that road potholes had still not been repaired, despite assurances from Cumbria County Council.
8196 Police Report
Sgt. Jacobs stated that crimes, during the past month, had related to (1) a road traffic accident, (2) an obstruction, (3) damage at the W.I. Hall, and (4) the theft of a lifebelt..
Following his report he was asked about an incident in Redhills Road, which related to a pedestrian and a motorist.
There then followed a debate, relating to communications with the Chairman, by the Police, following the Chairman’s reporting of an incident. The Chairman voiced a strong grievance and was supported by other Members. During his response, Sgt. Jacobs cited a list of successful Police operations, which had resulted in arrests and convictions. Members were surprised at the contents of the list and suggested that similar information be made public at the Parish Assembly, on April 28th. The Clerk will send an invitation for a suitable officer to attend.
8197 Report from County and District Councillor Ian Stewart
Councillor Stewart’s report related to (1) potholes and pavement repairs, (2) his response to an e-mail concerning the County Council officer’s response about upgrading the foreshore car parking area to a formal car park, (3) County Council budget, (4) surface dressing of Black Dyke Road, (5) dropped kerbs, and (6) repairs to Hollins Lane.
8198 Report from District Councillor Richard Rollins
Councillor Rollins’ report covered the following subjects: (1) Green bins for the allotments, (2) confusion over the re-cycling calendar, (3) schools are not included in the re-cycling scheme as Cumbria County Council makes its own arrangements, (4) there are now thoughts of delegating some functions to “Quality Parish” councils, and (5) a review of all car parking arrangements.
Councillor Rollins was asked bout the suspension of three SLDC officers, but had to decline to comment as the relevant hearing is still in progress.

The Financial Summary for October and November 2004 was received and approved.

8202 Urgent action taken in accordance with Standing Order 34 (other than Planning).

8203 Standing Orders
The Clerk confirmed that the re-convening of an adjourned meeting would not be prejudiced by Standing Order1d, if Members made appropriate use of Standing Order 14d. Accepting that this would be satisfactory for most situations, it was RESOLVED that Standing orders, as reprinted, and submitted with the agenda, be approved.
8204 Financial Regulations
Members considered revised Financial Orders, based upon the national Model Financial Regulations promulgated by NALC and SLCC. The Treasurer stated that he was not happy with some points and wanted them to be considered by the Finance Committee. RESOLVED that consideration be deferred, pending recommendations from the Finance Committee.
8205 New Library
Members considered a request, from Capita, for permission to build a timber prefabricated building, on the Memorial Playing Field, to be used as a Library. RESOLVED to request plans of the proposed building and arrangements to be made for car parking and insurance.
8206 Donation to Citizens Advice Bureau
Members considered a request from the Citizens Advice Bureau for a donation under Section 142 of the Local Government Act 1972. RESOLVED that the request be declined.
8207 Noticeboards
The Clerk drew attention to the problems associated with using the noticeboard outside the dentist’s, for display of Minutes. RESOLVED that it be used for displaying agendas and useful information.
8208 Parish Assembly
RESOLVED that a senior Librarian be invited to talk about plans for a new Library, in addition to the Police (as specified at Minute 8196).
8209 Office Telephone
Members noted that service has been reinstated. RESOLVED that reliability will be assessed for two months, before a further Review.
8210 Update on Waste Water Transfer Project.
The monthly update, from United Utilities, had arrived too late to be included with the agenda. Members noted that it is available on www.arnside.gov.uk/news.
The Chairman has been asked to liaise with the two blind ladies from Storth.
The Chairman has also produced an information leaflet, which he is delivering to traders on The Promenade, and will fix a few to lamp standards.
It was learned that the new garage, for the Coastguard service, in the grounds of Ashmeadow, had been granted Planning Permission, even though it was not required.
8211 Layby in Black Dyke Road
The Arnside Parish Plan Trust had passed on a suggestion that a layby be formed in the vicinity of Fairy Terrace, on Black Dyke Road. RESOLVED that the suggestion be forwarded to County Highways, with a request for advice.
8212 Committee Reports:
a. Foreshore
The contractors for United Utilities have given an assurance that the public footpath will be kept open at all times
b. Highways
Mainly dealt with at Minutes 8195 and 8197.
It was also noted that a vehicle had damaged the Jubilee seat, opposite Millom Court.
c. Playground Working Group
Cllr. Gibson presented a report of costings for materials, from Playdale and Wicksteed. RESOLVED to carry out repairs, or replacements. to tiles, climbing net, chains and slide, as soon as there is suitable weather. The Clerk will seek to obtain a grant from the Holehird Foundation.
d. Playing Field Advisory Committee
The Arnside Youth Project will shortly be re-submitting plans for the proposed Skateboard Park, on the Playing Field.
Flooding is still a problem in the area of the Cricket Pitch.
e. Cemetery
Nothing to report.
f. Cemetery Chapel Development Committee.
Tenders are still awaited.
The Charity Night, at the Albion, raised £400, and thanks were expressed to Councillor Gallagher
g. Allotments
Nothing to report.
h. Arnside Knott Liaison Committee
The Chairman reported that there is an incidence of poisoning of Beech trees, being investigated by the Police.
There were also reports of a pack of dogs chasing deer.
8213 Date of next Ordinary Meeting
The next Ordinary Meeting will be held on Monday 10th January 2005, at 7.15pm. Items for the agenda, and copies of reports, to reach the Clerk before Thursday 30th December 2004..
