8004 Minutes: of a re-convened meeting of the Arnside Parish Council, held in the Parish Council Office, Church Hill, Arnside, on Monday 26th April 2004, having been adjourned from 19th April 2004.
8005 Present: Chairman - Councillor D.M.(David) Willacy, Councillors J.G.(Jack) Baker, P.E.(Ted) Casey, J.M.(Jean) Colwell, J.P.(John) Gallagher, K.(Ken) Hargreaves, T.(Terry) Keefe, P.A.(Pete) McSweeney, the Clerk - P.G.(Peter) Challenor, and one member of the public.

8007 Correspondence
Receipt of the following items was noted and action determined, by resolution, as indicated:
1. APPT - scheme for ‘dropped kerbs’.
RESOLVED that the report be referred back to the APPT, asking that they check the accuracy of the report, as the Chairman has inspected Silverdale Road and found dropped kerbs already in existence at some of the places requested. It should also be pointed out that the kerbs cannot be dropped to the same level as the highway, as this would allow flooding of the footway, leading to dangerous conditions for pedestrians.
2. Mr Derek Marsden - objection to use of Playing Field for a community building.

RESOLVED that the Clerk should write back, pointing-out the need for there to be a direct benefit for the parish, commensurate with the amount of the donation, and requesting details of how this legal requirement would be satisfied.

8008 Planning Matters:
a. It was noted that the following Applications were dealt with under the provisions of Standing Order 34, and decisions made as indicated:
SL/2004/0297 - Thirlston, New Barns Road - extension: NO OBJECTION.
SL/2004/0257 - 38 Church Hill - single storey extension and detached double garage: NO OBJECTION.
SL/2004/0243 - Flat 9, Herons Reach, The Promenade - replacement UPVC windows: NO OBJECTION.
SL/2004/0259 - The Moorings, 56 The Promenade - new access/fire escape stairway: NO OBJECTION.
SL/2004/0254 - Middlegarth, New Barns Road - extension: NO OBJECTION.
SL/2004/0262 - 12 Hollins Lane - rebuild existing porch: NO OBJECTION.
b. The following applications were considered:
SL/2004/0328 - former Grange View Bungalow, Knott Lane - variation of condition (4) of planning ref SL/2003/2173 specifying that all walls should be faced in natural limestone: NO OBJECTIONS.
SL/2004/0419 - Penhale, New Barns Road - alterations to existing garage roof and front boundary wall and erection of conservatory: NO OBJECTIONS to the building alterations, but the new boundary wall appears to extend into the area of land reserved for future road widening, and this should not be permitted.
c. The following decision of the District Council was noted:
SL/2004/0039 - Albion Public House - single storey extension to rear: GRANTED.
8009 Urgent action taken in accordance with Standing Order 34 (other than Planning).
The Cemetery Chapel Development Committee was authorised to accept the quotation of “up to £750″, from SLDC Design Services Department, for the design of interior alterations to the Cemetery Chapel, to provide toilet, kitchen, level disabled access and storage facilities. This authorisation was based on the recommendations of eight Councillors being in favour, and two against. These recommendations followed receipt of confirmation from the Treasurer that the cost of such work would be met from funds already allocated for the Chapel Development, in the budget for 2004-2005.
8010 Police Surgeries
Members were concerned at the apparent discontinuation of the Police Surgeries, but the Chairman had established that this was due to a breakdown in internal Police communications. He will make the Parish Office available next month, in the hope that the situation will improve.
8011 Monitoring of Visitors
Consideration of Councillor Hunt’s report was deferred, as she had been unable to attend the re-convened meeting.
8012 United Utilities
(a) The Chairman reported that the two broken manhole covers at the Lower Promenade sewage pumping station have been repaired, but remain unlocked.
(b) The U.U. representatives for the new sewerage scheme have not provided any new information since the last meeting. The two trees, in the grounds of Ashmeadow, previously identified as A and B, will only require the removal of one major bow, instead of felling.
The owner of ‘brick pond field’ has received two phone calls from the U.U. representatives, but there are still some outstanding concerns. The Chairman explained that one major concern, for the residents of, and drivers along, Black Dyke Road, is the report of the intention to utilise the north-westerly corner of the field for access and egress (virtually opposite Fairy Terrace). the gradient of the field just inside this point would create problems for heavy vehicles. Egress onto the road would also be hazardous, and would probably require temporary traffic lights, or similar forms of traffic control.
8013 Arnside Parish Plan Trust
Copies of a document had been distributed, which was entitled “A Discussion Document - Village Forum and New Library and IT Building”, prepared by Rachel Dutfield for the Education & Communication Working Group of the Arnside Parish Plan Trust (APPT). The Report was formally received by Members, who wished to congratulate the author on the production of an excellent document, which was seen as a good starting point.
The only item of concern was the statement: “Arnside Parish Council has committed itself, in principle, to a community building on the memorial playing field that would be located just inside the main entrance”. This statement is not correct, as the Council has only “RESOLVED that this Council should explore the possibilities of having a new community centre constructed at the Playing Field, and should welcome public observations, and expressions of interest” (Minute 7014).
8014 Basic Parish Allowance
A report has been received from the Parish Remuneration Panel for South Lakeland, advising that the Parish Basic Allowance, which shall be paid to Members for the year 2004-2005, should be a maximum of £25 for each Councillor, and £50 for the Chairman
RESOLVED that an allowance of £1 be set for all Members, with no enhancement for the Chairman.
Members emphasised that this had been set in order to establish the principle, for the benefit of future Councillors, who may resolve that the allowance be increased, in order to reflect a change in personal circumstances and duties. The current Members are not seeking payment of the Allowance, and they may decline same, on written notice to the Clerk.
8015 Items for Information.
(1) Councillor McSweeney gave a brief report on the Open Day at the Cemetery Chapel, which had been very successful, and he thanked Members and helpers for their efforts.
(2) Councillor Keefe gave a brief report on the meeting of the Joint Parish Committee, held on 26th April, and stated that the representatives of all the AONB Councils had now concluded that it would not be appropriate to sign the draft “Memorandum of Agreement”.
(3) The Chairman reported that there had been traffic ‘gridlock’, in Arnside, during the last weekend, and he hoped that there would be some enforcement of the Traffic Regulation Orders, during this coming public holiday weekend.
8016 Date of next Ordinary Meeting
The next Ordinary Meeting will be held on Monday 10th May 2004, at 7.15pm. Items for the agenda and copies of reports to reach the Clerk by no later than Friday 30th April.
