5966 Minutes: of the re-convened meeting of the Arnside Parish Council, having been adjourned for outstanding business from 9th June, held in the Parish Council Office, Church Hill, Arnside, on Monday 23rd June 2003.

5967 Present: Chairman - Councillor D.M. (David) Willacy, Councillors P.E.(Ted) Casey, J.M. (Jean) Colwell, J.P. (John) Gallagher, R.J. (Ros) Hunt, T.(Terry) Keefe, the Clerk - P.G.(Peter) Challenor, the Treasurer - A.(Tony) Cookson, and one member of the public.
5968 Apologies for Absence: Councillors K. (Ken) Hargreaves, J.A. ( Jocelyn) Innes and C.J. (Chris) Murphy.

5969 Resignation of Councillor Jocelyn Innes

Immediately prior to the meeting, Councillor Innes had informed the Chairman that she had just learned that she if suffering from a serious form of cancer, which will require major treatment and a long period of recuperation. Reluctantly she offered her resignation, with immediate effect. Members discussed the matter and it was unanimously agreed that they would wish her to stay on as a Member, despite the fact that her duties would have to be undertaken by another Member for some months. RESOLVED that the Clerk would contact Councillor Innes as soon as possible, to discuss the possibility of her withdrawing her resignation, which would otherwise be deemed to take effect on Tuesday 24th June, and the casual vacancy would be advertised accordingly.

All Members wished to record their great appreciation for Councillor Innes’ input to the work of the Council, during the short time since election, and they felt that her presence will be sorely missed. A letter of sympathy for her current situation will be sent, together with an expression of best wishes for her speedy recovery.

5970 Street Lighting - Black Dyke Road

Quotations from Capita dbs and Sepco plc are still awaited. The Chairman informed the meeting that he had recently learned that the light at the front of 34 Black Dyke Road has been removed. The Clerk advised that he had contacted SLDC, who confirmed that they had authorised the removal, because it was on a condemned BT pole, which the owner of the land had requested BT to remove. The Clerk was further advised that SLDC are not willing to provide a replacement light. Members were most unhappy about this situation and strong representations will be made to both of the District Councillors.

5971 Cleaning of the Foreshore

A communication has been received from Morecambe Bay Partnership concerning the new Beach Care Project. RESOLVED that the Project Officer be invited to arrange for cleaning of Arnside Foreshore as soon as possible, and as often as possible.

5972 Maintenance of boundary wall to the Playing Field

The owner of the field flanking the eastern boundary of the Playing Field has recently changed agent and efforts are being made to identify the new agent, so that an agreement can be negotiated regarding maintenance of the wall. In the meantime, the Parish Contractor will be consulted about the possibility of erecting posts and safety tapes.

5973 Spraying of Playing Field

As this work has already been allowed for in the budget, it was agreed that it could be implemented at any suitable time.

5974 Refuse Collection System

It is noted that there has been no evidence of the major publicity promised at the Parish Assembly. As it had been stated that the new system would start in August, Members considered this to be most unsatisfactory and a letter of concern will be sent to Mr Chris Fiddler of SLDC.

5975 Future use of the Cemetery Chapel

The Parish Plan action group has recommended that the Council should establish a Cemetery Chapel Advisory Committee. This suggestion will be included in the agenda for the next meeting.

Several members of the action group wish to organise an Open Day and ‘event’ at the Chapel, during August. This suggestion was approved.

5976 Cumbria & Lake District Joint Structure Plan 2001-2016 Deposit Plan.

This item was deferred for consideration at the Special Meeting, to be held on the rising of this meeting.

5981 Purpose of Meeting.

This Special Meeting was called in order to consider the implications of various ‘Future Planning’ documents, including the Cumbria & Lake District Joint Structure Plan 2001-2016 Deposit Plan referred to in Minute 5976, for the adjourned Ordinary Council Meeting of 23rd June 2003, and which was further adjourned to this Special Meeting. In addition to the Joint Structure Plan, Members had regard to the SLDC Local Plan, the draft AONB Management Plan and the draft Arnside Parish Plan.

5982 Comments

(1) There is little in the Joint Structure Plan which has direct implications for Arnside, except to reinforce provisions already made in the Local Plan, where Arnside is specifically designated for the purposes of a policy. It is noted that Arnside is not designated as a “key service centre”, nor is it included in the “Strategic Transport Network” , other than for railways.

(2) It is already known that Arnside has been identified as being within a larger area, which is in need of further provision of Affordable Housing, but the Joint Structure Plan does not appear to make any enhancement of existing policies.

(3) There is concern about the wording of paragraphs 5.1 and 5.2 of the Joint Structure Plan, which appear to send conflicting messages about transport policy implications for Arnside. It is recognised that Milnthorpe is to be designated as a “key service centre” and it is therefore important that public transport to Milnthorpe (and Kendal) from Arnside should be improved.

5983 Conclusion

The Clerk will submit the foregoing observations to Cumbria County Council, as a response to the formal consultation procedure.
