ARNSIDE PARISH COUNCIL

Un-confirmed Minutes of the Ordinary Council Meeting held  on  Monday 8th September 2008, which started  at 7.15pm
in the Cemetery Chapel, Silverdale Road, Arnside.

Present: Councillors D Willacy, Ted Casey, Glyn Jones, Terry Keefe, Sue Hewitt, Janet Bolton; County Councillor Ian Stewart; District Councillor Pru Jupe; Acting Clerk Denise Challenor and one member of the public.

10373  Apologies for absence were received from Cllr.R Dutfield and Cllr. S Clegg.

10374  Declarations of Members’ interests relating to any items appearing on the agenda. - None.  

10375  The Minutes of the meeting held on Monday 11th August 2008  were signed as a true record.

10376  There were no matters arising from the Minutes of previous meetings, not covered elsewhere in the agenda.

10377 Matters raised by Members of the Public for future consideration.  None.
  
10378  Report from a Police representative.
Cllr.  Willacy read the report received from PC1162 Belinda Friend  which covered:
 people had reported that they had been shot at near to Arnside Tower;  a female had been seen half dressed near the Youth Hostel in the early hours; loud  music and abuse from youths and an arrest of a woman who was drunk and abusive at the Fighting Cock’s Pub.
Cllr. Willacy had received news of a youth being hit over the head with a hammer and some dangerous skateboarding on the Promenade near Ashmeadow, which involved a skateboarder being towed by a rope and jumping over a car.

10379  Report from County Councillor Ian Stewart.
• The Highway Engineer Nick Raymond, has looked at the drains on Church Hill, where water goes into the playing field and feels the kerb needs raising.
• He is arranging for CCC ‘Highways’ to write to the resident on Silverdale Road about their shrubbery which is overhanging the road. 
• There is a proposed  temporary closure of the Level Crossing on Black Dyke Road for nine days. Cllr.  Stewart feels this is too disruptive and will query the length of time necessary.
Points  raised by Cllr. Willacy with Cllr. Stewart. 
• The Highway Steward’s work has commenced and  Cllr.Willacy asked if the Steward could be provided with equipment to enable him cut high branches at the roadsides.  RESOVED -  D Willacy will email Cllr. Stewart about it.
•  There has been a torrent going down the Bridle Path, it should have been attended to by now; there has been no response to the email sent.
• Station  Field is now flooding over the footpath.  RESOLVED - D Willacy to mention in the email to Cllr. Stewart.
• Complaints have been received about the gates appearing to be locked at Station Yard causing difficulties for train passengers. - Cllr. Stewart has contacted Network Rail about it and suggested the Contract needs looking at.
• Concern was expressed over the lack of provision of the Coastguard rescue boat.
 
10380  Report from District Councillor Pru Jupe.
• Local Development Framework.  The nominated areas for development have been withdrawn.  The AONB hadn’t been consulted but they will be in the future.  Cllr. Jupe asked for the Parish Council’s help to find areas where light industrial units could be located.  Agenda item.
• Could the Council email sites where they would like litter and dog waste bins to be situated.
• Cllr.  Jupe would welcome opinions as to what to do about the Public Conveniences.  Should they be refurbished, demolished and fewer but better facilities be provided?    Agenda item.
• Costal services and volunteers need to consult over rescue services.  There are thoughts of providing a vehicle that will go over land and sea.
• The results of the recent survey show a reasonable amount of support for a youth centre.  There needs to be some co-ordination between the playground and wheelpark groups: APPT will try to arrange a meeting.

10381  Correspondence:
  1.  An agreement from the Barnes Trust to rent the Cemetery Chapel at a proposed cost of £150 per annum.
  2.  VAC offer free Community Planning Workshops – 2008.
  3.  Cumbria Highways -  Issue Eleven Summer 2008.
  4.  CCC write about the launch of a White Paper by Defra entitled Managing Radioactive Waste Safely – A Framework for Implementing Geological Disposal. www.defra.gov.uk/environment/radioactivity/mrws/index.htm.
  5.  E-on Warning of debt Collection and notification of rising energy prices.
  6..  Three letters from Tim Farron, regarding overgrown hedges on Silverdale Road and Station Road and Camper vans parking on the promenade.  RESOLVED the Clerk to write to Tim Farron to inform him that parking is a County Council problem but as there are no parking restrictions on the part of the  promenade where the camper vans are parking, nothing can be done;  the Silverdale Road issue has been dealt with; once funding has been received from CCC Station Field hedge will be cut. RESOLVED  The owner of the field, Mr Burrow, should be approached for a contribution towards the work on Station Road.
  7.  Smith of Derby inform that they have carried out their Annual service of the clock on the Promenade.  However, they will not undertake any further work on the clock until they receive written confirmation that there is no harmful Asbestos present. RESOLVED Cllr. Willacy will attend to this.
  8.  SLDC’s Parks and Open Spaces Department seek opinions about their drafting of a new grounds maintenance contract.  RESOLVED the Clerk to enquire  what work do they do in Arnside?
  9.  Your Environment’ publication.
  10.  Cumbria CVS News and information about their training courses.

10382  Planning Matters:
  a.  It was noted  that  no Applications were received, so no comment was made by APC.
  b.  No matters have been dealt with under the provisions of Standing Order 25, since the last meeting.
  c.  The  following Application was considered at the meeting:
  SL/2008/0797 - Flat 1, 55 Silverdale Road - replacement windows. - No objections were raised.
  d.  The following decisions have been taken by the District Council since the last meeting.
  1.  SL/2008/0620 -  Land adjacent 83 Silverdale Road, Arnside. Erection of detached garage: GRANTED
  2.  SL/2008/0412 - Albion Hotel, Promenade, Arnside. Extension to the front elevation to form partial glazed facade with pitched roof over forming verandah and rear kitchen extension: REFUSED

10383  Action (other than consideration of Planning Applications) taken under the provisions of Standing Order 25. - none.

10384
(a) The Highway Steward scheme.
It seems to be working well with a good amount of work done already.  The next time the Steward will be in Arnside will be January as there are 38 parishes to cover.
(b) The RFO, to invoice Nick Raymond of CCC, for the £2500 offered by CCC for additional highway work.  Details of work carried out to be submitted to CCC at the end of the financial year.10385  Finance
  (1)  The Financial Summary for August 2008 - the Council are happy with the figures.
  (2) The following cheques were authorised:
  Mrs S Felton - custodian expenses £8.61 (888)
Eon - Xmas tree lighting 06/07 and 07/08 £37.44 (889)
United Utilities - wastewater at chapel £9.86 (890)
United Utilities - water at chapel £39.80 (891)
Eon - electricity at chapel £169.27 (892)  - this has been disputed but eventually the Council have agreed to pay but will monitor closely in the future.

10386  To receive reports from the following committees and/or meetings:
a.  Allotments - Cllr.  Jones.
• Flooding is a problem and better drainage has been requested.
• A request for protection from deer was submitted.  The council thought cost would prohibit.  The National Trust need to be approached to repair the crumbling wall.
• As there is a growing list of requests for allotments, it has been decided to half any plots that become available and charge accordingly. 
• An electricity supply has been requested but the Council thought the cost and practicalities would be prohibitive and suggested the use of petrol driven appliances.
• A plot holders agreement is being drawn up.

b. Cemetery
• Enquires have been received regarding the proposed natural burial plot so priority needs to be given to this.
• Car tyres have damaged the rear of the cemetery grass; perhaps some form of edging may be needed in places.
• Plans for a cemetery booklet are underway.
• A small charge may be made for providing information to those researching family history. - RESOLVED the Clerk should ask Sandy Felton, Custodian, to make a small charge.

c.  Cemetery and Cemetery Chapel Advisory Working Group.
• Nothing to report.

• d.  Foreshore.
• United Utilities are wanting to put a pumping station on the foreshore.

e.  Highways
• Repairs have been done to the village roads.
• White road repair markings have been painted but repair work has stopped at the Cemetery.  RESOLVED The Clerk to write to Highways to enquire when work is to continue as the Forestry Commission lorries are using Silverdale Road when removing timber from Middlebarrow Wood.
f.  Playing Field Advisory Committee.
• A locking barrier is to be installed  to prevent cars going on the field at night.
• The bowling club have been asked for their rateable value by Inland Revenue.

g.  Playground Working Group
• The funds stand at £12,000.  Several large applications for funds have been made and there are to be various events to raise cash.
• The quiz  raised awareness and thanks go to those who helped.
• A topographical survey is to be undertaken of the field.
• The AONB has been invited to become involved and as a result the materials used might change to sustainable, including a proposed shelter.
 
h.  Any other committee, working group. or reference.
The working group involved with the recent survey are compiling a report which should come to the October meeting.  Thanks to the volunteers who organised it.

10387  To receive items for information (no decisions, or action, permitted).
• One of the volunteer gardeners on the promenade has asked if the bushes could be pruned by the village contractor  Dave Willacy will make enquires as to the best time to prune each bush and there should be an Agenda item to decide whether to get the contractor to do it.
• Sharon Clegg has resigned from the Council.
• Following Ted Casey’s unexpected health problems he has decided to resign as soon as practical.  There are several vacancies at present.

10388  It was noted that the next Meeting will be held on Monday 13th October 2008, at 7.15pm.  Items for the agenda to reach the Clerk before Friday 3rd October and reports  to reach the Clerk before Monday 6th October.
