PART 1

10615 Minutes: of the Ordinary Meeting of Arnside Parish Council held in the Cemetery Chapel, Silverdale Road, Arnside on Monday 13th July 2009.

10616 Present:  Chairman – Councillor D M (David) Willacy, J (Janet) Bolton, P E (Ted) Casey, R P (Rachel) Dutfield, R B (Bill) Edwards, R G (Glyn) Jones, T (Terry) Keefe, Acting Clerk – J M (Jayne) Beaumont, County Cllr I (Ian) Stewart,  PCSO R (Rachel) Thomas, Ms J (Judith) Derbyshire of Cumbria Rural Housing Trust and 3 members of the public.

10617 Apologies for Absence: 
Apologies were received from District Cllr P (Pru) Jupe (family commitments).

10618 Receipt of Members’ Interests relating to any items appearing on the Agenda:
Cllr Edwards confirmed an interest in item 11.b) planning application for SL/2009/0558 – land at Holgates Caravan Park.

10619 Minutes of the Previous Meeting:
Minutes of the Ordinary Meeting held on 8th June 2009 were amended as follows:
10610 b) (2) it is confirmed that funds have been claimed for the Landscape Trust grant;
10606 It was RESOLVED that the best position for a plaque, to be funded by Fair Trade, to commemorate Fair Trade status should be positioned at the ‘Welcome to Arnside’ sign on the approach to the village on the B5282;
after which the minutes were duly signed by the Chairman.

10620 Matters arising from the Minutes of previous meetings:
There were no matters arising from the minutes of previous meetings.

10621 Presentation by Ms Judith Derbyshire of Cumbria Rural Housing Trust:
Cumbria Rural Housing Trust have been requested by South Lakeland District Council to undertake a housing needs survey within Arnside and Ms Judith Derbyshire spoke on the importance of taking part particularly as this can highlight any reservations concerning available resources and can determine what action needs to be taken.  It was RESOLVED that the survey should be conducted during November and the public to be made aware of this with details in the August edition of the Messenger.

10622 Matters raised by Members of the Public for future consideration:
A comment was made on how tidy the verges along Black Dyke Road currently are.  A request was made to look into the matter of cutting back the hedge along Station Road as this is becoming untidy.

10623 Police Report:
PCSO Thomas reported on the following: (1) domestic incident at Far Arnside Caravan Site, (2) domestic incident on Queens Drive, (3) attendance to an address on Plantation where a malicious call had been made to the RSPCA stating that a squirrel had drowned, this was found to be untrue and the animal had been shot, (4) report of a hit and run accident where a woman was knocked over.  The Chairman pointed out that there is a considerable amount of dog dirt on pavements and foreshore and enquired as to whether the police are able to issue fines to dog owners; it is possible to issue an SLDC £70 fine and it was RESOLVED that the Acting Clerk contact Milnthorpe police station to request that this occurs.

10624 Report for County Councillor Ian Stewart:
Cllr Stewart reported on the following: (1) no response has been made by APC to SLDC regarding Local Area Partnership and Cllr Stewart urged the council to become involved, (2) a highways and transport working group meeting is imminent, (3) chief executives for both SLDC and CCC are currently on sick leave.  The Chairman reported that: (1) several gulleys and drains around the village are still blocked, including Rose Cottage, Silverdale Road, (2) white lines on roads identifying repairs are wearing off as the works still have not been attended to.

10625 Report from District Councillor Pru Jupe:
Cllr Jupe did not attend the meeting therefore there was no report.

10626 Correspondence:
1) Letter from Mr G Smith regarding ice cream street vending.
It was RESOLVED that the Acting Clerk reply to Mr Smith stating that APC have no control over ice cream vending on the Promenade but, should the said ice cream vendor appear in the village, APC will look into the matter if any problems arise.
2) Waymarker, June 2009.
3) CCC, Cumbria Minerals and Waste Development Framework recommended work on the Site Allocations Policies and Proposals Map.
4) CCC, Footpath No 502005 public path diversion order 2009.
5) Letter from Tim Farron, MP requesting promotion and sponsorship for triathlon he is taking part in.

9) SLDC, copy of letter to Open Reach re approval of erection of 11 metre high wooden telegraph pole – Lynslack Terrace, junction of Silverdale Road.
10) SLDC, copy of letter to Open Reach re approval of erection of 9 metre high wooden telegraph pole – outside Saltcotes Hall, off Station Road.
11) SLDC, copy of letter to Open Reach re objection to erection of 10 metre high galvanised steel telegraph pole – land adjacent to 4 Chapel Lane.
12) SLDC, copy of letter to Open Reach re objection to erection of 8.5 metre high galvanised steel telegraph pole – junction of Pier Lane and Church Hill.

10627 Planning Matters:
1) It was NOTED that the following Applications have been dealt with under the provision of Standing Order 25 since the last meeting:

None.

2) The following Applications were considered:
SL/2009/0558 – Land at Holgates Caravan Parks Ltd: siting of 10 timber clad unit caravans with associated access, landscaping and installation of private sewage treatment plant: members are concerned over the visual impact of the caravans, particularly in winter, and request that they be adequately screened off.
SL/2009/0542 – Fernbank Cottage, 7 Church Hill: balcony extension and alterations: NO COMMENT.

3) The following decisions have been taken by the District Council since the last meeting:

SL/2009/0446 – Land on Ashleigh Road: dwelling: APPROVED.
SL/2009/1204 – Loft O’Er the Bore, Back Lane: replacement metal access stair and enlarged balcony: REFUSED.

10628 Action taken in accordance with Standing Order 25 (other than Planning):
It was NOTED that no action had been taken in accordance with Standing Order No 25.

10629 To elect a CALC Representative:
It was RESOLVED that the Acting Clerk advise Cllr Bolton on the relevant information regarding the attendance of CALC meetings in order that she may make an informed decision.

10630 Parking Restriction Road Markings on the Promenade adjacent to the access steps on the Foreshore:
Access to the foreshore via the steps is restricted due to cars parking next to the steps and it was RESOLVED that the Acting Clerk contact the relevant persons requesting that the appropriate hatching for a parking restriction be implemented.

10631 Finance:
1) The Financial Summary for June 2009 was NOTED and approved.
2) The following cheques were authorised and signed:

10632 Reports from the following Committees and/or Meetings:

a) Allotments
Cllr Jones reported that: (1) following a meeting of allotment holders a revised tenancy agreement has been drawn up and this will be discussed at the August APC meeting.
b) Cemetery and Cemetery Chapel
i) It was RESOLVED that the revised allocation of grave spaces in the woodland grave area be accepted.
Cllr Dutfield reported on the following: (1) there have been two events this month which have both brought in new people to the building and which promote the chapel as a venue for hire.

c) Foreshore
The Chairman reported on the following: (1) there was a jetski in the bay where access had been gained due to the padlock on the bollards being missing, this has now been replaced, (2) there is a problem with a drain blockage and talks are ongoing with United Utilities concerning this, which may have accounted for the recent unpleasant smell, (3) regular volunteers litter pick from the foreshore and the Chairman is very grateful for this, (4) Network Rail have done a survey on the viaduct during which the hovercraft has becoming stuck again.

d) Highways
The Chairman reported that: (1) nothing has been done with regard to the street light repairs and it was RESOLVED that the Acting Clerk contact SLDC to chase this up.

e) Playing Fields Advisory Committee:
The Chairman invited Mr Stuart Fouldes of Arnside Cricket Club to speak on the following matter: there has been a rapid deterioration in the drainage system and a request was made for some remedial work to be carried out in September – it was suggested that a meeting be convened in order that this can be discussed and it was RESOLVED that Cllr Dutfield organise this and advise relevant parties accordingly.
The Chairman reported that: (1) it has been reported that dogs have been fouling the playing field.

f) Playground Working Group
Cllr Dutfield reported that: (1) the building of the wall around the playground has come to a standstill, (2) SLDC have recently awarded APPT a Play Builder Grant for £15,000, (3) all documentation has been submitted for the Community Spaces Grant, (4) three picnic tables from the Albion may be of use for refurbishment.

g) Any other Committee, Working Group or Reference
There have been no other meetings.

10633 Items for Information:
There were no items for information.

10634 Date of Next Meeting:
It was NOTED that the next Ordinary Meeting will be held on Monday 10th August 2009 at 7.15pm.  Items for the Agenda to reach the Acting Clerk before Friday 31st July 2009 and reports to reach the Acting Clerk before Monday 3rd August 2009.

10635 At this point, the Chairman requested that members of the public leave the meeting.
