10563 Minutes: of the Annual Meeting of Arnside Parish Council, held in the Cemetery Chapel, Silverdale Road, Arnside on Monday 11thh May 2009.
10564 Present: Chairman - Councillor D M (David) Willacy, J (Janet) Bolton, P E (Ted) Casey, R P (Rachel) Dutfield, R B (Bill) Edwards, Acting Clerk - J M (Jayne) Beaumont, County Cllr I (Ian) Stewart and 2 members of the public.
10565 Councillor Dave Willacy was elected as Chairman of the Council and his Declaration of Acceptance of Office was duly signed.
10566 Councillor Ted Casey was elected as Vice-Chairman of the Council.
10567 Apologies for Absence:
Verbal apologies were received from Cllr R G (Glyn) Jones (work commitments) and written apologies were received from Cllr T (Terry) Keefe (holiday), District Cllr P (Pru) Jupe (work commitments) and PC Belinda Friend..
10568 Receipt of Declaration of Members’ Interests relating to any items appearing on the Agenda:
There were no Members’ interests relating to any items appearing on the agenda.
10569 Minutes of the Previous Meeting:
The minutes of the Ordinary Council Meeting held on 14th April 2009 were amended as follows:
10535 ‘trialing’ rather than ‘trailling’, and were subsequently signed by the Chairman.
10570 Matters arising from the Minutes of previous meetings:
There were no matters arising from the minutes of the previous meeting.
10571 Election of Members of Committees and Representatives to other Organisations:
It was RESOLVED that this item be deferred to the June meeting.
10572 Confirmation of Standing Orders and Financial Regulations:
It was RESOLVED that the Standing Orders and Financial Regulations be accepted.
10573 Matters raised by members of the Public for future consideration:
A member of the public reported that the concrete footpath between the coastguard station and Beachwood is dangerous at present with large potholes. The Chairman will look into this matter and try to rectify at the next low tide.
10574 Police Report:
Apologies were received from PC Belinda Friend, however, the Chairman reported that: (1) an elderly missing female living on the Promenade had been found safe in a garden on Black Dyke Road.
10575 Report from County Councillor Ian Stewart:
Cllr Stewart reported on the following: (1) the Upper Eden Community Plan is currently being undertaken, which is similar to a Parish Plan but on a bigger scale, and this may be of benefit to APC and its locality, (2) the bus service to Kendal is approximately 10 - 15 minutes late every day and Cllr Stewart will look into this matter, (3) blue recycling boxes are in short supply at present.
10576 Report from District Councillor Pru Jupe:
Cllr Jupe did not attend the meeting therefore there was no report.
10577 Correspondence:

It was RESOLVED that the Acting Clerk respond explaining the current difficulties with the website.
10578 Planning Matters:
a). It was NOTED that, under the provisions of Standing Order 25, no applications had been dealt with.
b). The following applications were considered:
SL/2009/0289 - 17 Stewart Close, Arnside - two storey extension to form garage with bedroom over.
SL/2009/0308 - Regent House, 1 Silverdale Road - change of use from sandwich shop to health and beauty clinic.
c). It was NOTED that the following decisions have been taken by the District Council since the last meeting:
SL/2009/0193 - Hollins Farm, Far Arnside - replacement agricultural building: GRANTED.
10579 Action taken in accordance with Standing Order 25 (other than Planning):
It was NOTED that no action had been taken under the provisions of Standing Order 25:
10580 Ice Cream Vending on the Promenade
It was RESOLVED that Mrs Heather Shaw be granted permission to sell her home-made ice cream along the Promenade as long as she does not do so in a place that would cause a danger to pedestrians and traffic and also providing that there are no strong objections from shop keepers along the Promenade already selling ice cream.
10581 Finance:
(1) The Financial Summary for April was received and approved.
(2) The Annual Budget spent for 2008/09 was NOTED.
(3) The following cheques were authorised and signed:

10582 Reports from the following committees and/or meetings:
a). Allotments
Cllr Jones did not attend the meeting therefore there was no report.
b) Cemetery
Cllr Dutfield reported on the following: (1) there has been 1 ashes internment, (2) there is to be a meeting with Wildlife and Sacred Places on 1st August, (3) the wild orchids have been moved and replanted, (4) the contractor is continuing to level graves and re-set headstones.
c). Cemetery and Cemetery Chapel Advisory Working Group
There is nothing to report for this Working Group.
d). Foreshore
The Chairman reported that: (1) Morecambe Bay Partnership beach clean has taken place between Ashmeadow and Beachwood, (2) cross bay walks have started and will continue until mid October.
e). Highways
The Chairman reported that: (1) the pothole situation is ongoing, (2) the bus times are to be looked into by Cllr Stewart, (3) certain double yellow lines around the village do not meet legal requirements, (4) Amey are unable to rectify the surface water problem down Silverdale Road, (5) drains on Church Hill are a hazard, (6) there is a problem with water soaking away by the kissing gate in Station Field.
f). Playing Field Advisory Committee
Cllr Dutfield reported that: (1) she was disappointed that only a representative of the British Legion attended the recent meeting and another meeting will now be scheduled for the Autumn.
g). Playground Working Committee
Cllr Dutfield reported on the following: (1) the site development is now complete and the rubbish has been cleared, (2) the wall is taking longer to build than anticipated, (3) an appeal published in the Messenger has brought in many individual donations, (4) there have been three more rejections for grants, (5) work is still ongoing in relation to the application for the grant from Community Spaces, (6) Cllr Dutfield requested that APC donate some funds for the purpose of hard landscaping.
h). Any other Committee, Working Group or Reference:
Cllr Dutfield reported that: (1) Arnside is now a Fair Trade village and requested that a sign be erected to promote this.
10583 Items for Information:
There were no items for information.
10584 Date of the next Meeting:
It was NOTED that the next Ordinary Meeting will be held on Monday 8th June 2009 at 7.15pm Items for the agenda to reach the Acting Clerk before Friday 29th May 2009 and reports to reach the Acting Clerk before Monday 1st June 2009.
10585 At this point, the Chairman requested that members of the public leave the meeting.

10586 Future Position of the Clerk to the Council:
The Chairman reported that an independent doctor has been spoken to and it is hoped that an appointment with the Clerk can be made imminently..
