10091 Minutes: of the Annual Meeting of Arnside Parish Council, held in the Cemetery Chapel, Silverdale Road, Arnside on Monday 12th May 2008.
10092 Present: Chairman - Councillor D M (David) Willacy, J (Janet) Bolton, P E (Ted) Casey, S (Sharon) Clegg, R P (Rachel) Dutfield, S E (Sandy) Felton, R G (Glyn) Jones, T (Terry) Keefe, S R (Sue) Hewett, Deputy Clerk - J M (Jayne) Beaumont and 1 member of the public.
10093 Election of Chairman of the Council:
Cllr Willacy was elected as Chairman of the Council and the Declaration of Acceptance of Office was duly signed.
10094 Election of Vice Chairman of the Council:
Cllr Casey was elected as Vice Chairman of the Council.
10095 Apologies for Absence:
Written apologies were received from the Clerk P G (Peter) Challenor, County Cllr I (Ian) Stewart and District Cllr P (Pru) Jupe (prior commitments).
10096 Receipt of Declaration of Members’ Interests relating to any items appearing on the Agenda:
There were no declarations of Members’ interests relating to any items appearing on the agenda.
10097 Minutes of the Previous Meeting:
The minutes of the meeting held on 14th April 2008 were approved and subsequently signed by the Chairman.
10098 Matters arising from the Minutes of previous meetings:
There were no matters arising from the minutes of the previous meeting.
10099 Election of Members to Committees are Representatives to other Organisations:
It was RESOLVED that this be deferred until the June Council Meeting.
100100 Confirmation of revised Standing Orders and Financial Regulations:
It was RESOLVED that the revised Standing Orders and Financial Regulations be adopted.
10101 Matters raised by members of the Public for future consideration:
There were no matters raised by members of the public.
10102 Police Report:
There was no police representative at the meeting, however, the Chairman reported that the police had been active within the village over the recent Bank Holiday when there had been an influx of persons from Milnthorpe and Flookburgh.
10103 Report from County Councillor Ian Stewart:
Cllr Stewart did not attend the meeting, therefore there was no report.
10104 Report from District Councillor Pru Jupe:
Cllr Jupe did not attend the meeting, therefore there was no report.
10105 Correspondence:
Receipt of the following items were noted and action determined, by resolution, as indicated:

10106 Planning Matters:
a). It was NOTED that no applications had been dealt with under the provisions of Standing Order 25 since the last meeting.
b). The following applications were considered:
SL/2008/0344 -Land at Hollins Farm, Far Arnside - use of land for agriculture, camping and caravanning.
It was RESOLVED that the Clerk write to SLDC to state that APC fully endorses the comments made in the letter from the AONB to SLDC and is also concerned about the increase in traffic on the road.
CCC Consultation on application for Planning Permission, Station Road, Arnside, Ref: 5/08/9005 - proposed control kiosk required in association with a below ground pumping station and valve chamber to be constructed under permitted development rights.
It was RESOLVED that the Clerk write to CCC to advise that there is a concern regarding losing car parking spaces and the kiosk requires screening with appropriate hedging.
c). It was NOTED that the following applications have been dealt with by SLDC since the last meeting:
B Sharp, 55 Plantation Avenue, Arnside - rear dormer extension: GRANTED.
14a Plantation Avenue - extension: GRANTED.
10107 Action taken in accordance with Standing Order 25 (other than Planning):
It was NOTED that no action had been taken under the provisions of Standing Order 25:-
108 Repair of Cemetery Track and Removal of Dead Trees:
It was RESOLVED that the Cemetery Custodian have permission to obtain quotes in order to have the cemetery track repaired and the dead trees removed.
10108 Finance:
(1) The Financial Summary for April was received and approved.
(2) The following cheques were authorised and signed:

J Beaumont - reimbursement for tractor insurance £301.70 (838)

10109 Reports from the following committees and/or meetings:
a). Allotments
Cllr Jones reported that: (1) there are 12 people on the waiting list, (2) next allotment meeting is 2nd June, (3) there are some issues with ‘unused’ plots, (4) the contractor has been told that somebody from Silverdale has been mowing the grass.
b). Cemetery
Cllr Felton reported that: (1) there had been two burials this month, (2) it was RESOLVED that Cllr Felton obtain new invoice books as the current stock is running low, (3) that database is complete and is now on the computer, (4) a roll of felt has been purchased to make the shed waterproof, (5) the contractor has up righted 20 headstones so far, (6) it was RESOLVED that topsoil could be purchased to level graves that have sunk.
c). Cemetery and Cemetery Chapel Advisory Committee
Cllr Hewett reported that: (1) the next meeting is 21st May, (2) APC have agreed that a filing cabinet can be placed anywhere in the chapel other than the office for the John Barnes Trust and a memo of agreement will be drawn up, (3) a Mozart day was suggested for a date over the Xmas period.
d). Foreshore
The Chairman reported that: (1) the UU exploration of the shore found a 1920 sewer pipe which is no longer in use, a blockage by the fountain was also found, there was no digging and everything has been left tidy, (2) a request will be made to SLDC for a notice advising that the tide siren will sound between 8am and 8pm only.
e). Highways
The Chairman reported that: (1) the overgrown shrubbery and trees along Silverdale Road are becoming a problem with pedestrians needing to walk into the road to avoid them, residents have been informed by CCC, (2) there have been complaints regarding the damaged street light in Orchard Road as to when it will be repaired, (3) road repairs around the village are shoddy, (4) shop keepers had not been informed that there was no parking on the Promenade on a certain day, (5) the solar panel on Black Dyke Road is not working and it was RESOLVED that the Clerk will check on this, (6) the speed indication on Silverdale Road doesn’t seem to be working, (7) there is still an issue with double yellow lines.
f). Playing Field Advisory Committee
Cllr Dutfield reported that a date for the meeting will be organised soon.
g). Playground Working Committee
Cllr Dutfield reported that: (1) 5 applications for grants have been made for over £55,000 between them and time scales vary.
h) Any other Committee
Cllr Keefe had attended the AONB Exec Committee and reported on: (1) access to the results of a car parking survey are available if required, (2) progress on the North West Coastal Trail is advancing, (3) nothing is imminent regarding the Morecambe Bay Regional Park initiative, (4) a draft Marine Bill is available for comments until the end of June.
Cllr Dutfield reported that (1) there has been a good response to the Parish Plan Review and a sub committee will be formed with APPT to collate the results.
10110 Items for Information:
There is an open day at Ashmeadow on 14th June.
The Fair Trade Guides fashion show is 10th June.
10111 Date of the next Meeting:
It was NOTED that the next Ordinary Meeting will be held on Monday 9th June 2008 at 7.15pm Items for the agenda to reach the Clerk before Friday30th May 2008 and reports to reach the Clerk before Monday 2nd June 2008.
