10112 Minutes: of the Ordinary Meeting of Arnside Parish Council, held in the Cemetery Chapel, Silverdale Road, Arnside on Monday 9th June 2008.
10113 Present: Chairman - Councillor D M (David) Willacy, J (Janet) Bolton, P E (Ted) Casey, S (Sharon) Clegg, R P (Rachel) Dutfield, S E (Sandy) Felton, R G (Glyn) Jones, T (Terry) Keefe, the Clerk - P G (Peter) Challenor, Deputy Clerk - J M (Jayne) Beaumont and 1 member of the public.
10114 Apologies for Absence:
Written apologies were received from Cllr S R (Sue) Hewett (holiday).
10115 Receipt of Declaration of Members’ Interests relating to any items appearing on the Agenda:
There were no declarations of Members’ interests relating to any items appearing on the agenda.
10116 Minutes of the Previous Meeting:
The minutes of the Annual Parish Council Meeting held on 12th May 2008 were approved and subsequently signed by the Chairman.
10117 Matters arising from the Minutes of previous meetings:
There were no matters arising from the minutes of the previous meeting.
10118 Matters raised by members of the Public for future consideration:
There were no matters raised by members of the public.
10119 Police Report:
PC Belinda Friend attended the meeting and reported on the following:- (1) a stray cow on Sandside Road had been safely dealt with, (2) a domestic incident on Orchard Road was attended to, (3) a very serious assault occurred on Red Hills Road where a number of youths from out of the village attacked an Arnside youth, leaving him unconscious and with fractures to his face and head - the offenders are known to the police and CID are dealing with this matter.
10120 Report from County Councillor Ian Stewart:
Cllr Stewart reported on the following:- (1) the primary school strategy will be discussed by the CCC cabinet, (2) winter maintenance has not been put on the agenda for the CCC meeting and this will be looked into, (3) Cumbria Youth Support service to be integrated into the current youth support system, (4) launch of the Highway Steward programme - £7,500 is available for this per annum and would be beneficial for the parishes of Beetham, Milnthorpe and Arnside - there is to be a presentation at Milnthorpe regarding the scheme, (5) the recycling waste vehicles continue to travel along Carr Bank Road which is prohibited and this is being dealt with, (6) the stopcock by Saltcoats has been repaired by United Utilities. The Chairman reported that:- (1) there had been a serious cycling accident on Silverdale Road due to potholes which are now so large they are illegal, (2) the ivy outside 20 Silverdale Road has reported in November as causing an obstruction and this has not yet been dealt with.
10121 Report from District Councillor Pru Jupe:
Cllr Jupe reported on the following:- (1) the mobile library van which services Arnside has not been coming into the village recently due to drivers leave/illness, bank holidays - as the library van is unable to cover Arnside on another week day a list of users is to be compiled by the driver so that they can be informed if the van will not be visiting the village, (2) no notification had been given to APC of the Local Development Framework - two sites have been designated for discussion and it was suggested that there should be an informal meeting held in Arnside to enable residents to find out about developments. The Chairman reported that:- (1) the tide siren is still sounding the chemical alert, (2) Network Rail will possibly look into a foot and cycle path across the viaduct - Cllr Stewart will request this at the forthcoming Northern Rail conference.
10122 Correspondence:
Receipt of the following items were noted and action determined, by resolution, as indicated:
1. Risk Management, SLCC offer training to Clerks on Risk Assessment. Free morning at the Swallow Hotel, Samlesbury, not restricted to members only. 14th June, 9.30 - 12.30, lunch provided.
2. CALC’s guide to Planning.
3. Burton-in-Kendal Educational Foundation enclose accounts and records of cheques sent out - several from Arnside/Beetham area.
4. SLDC Agenda for the Audit Committee meeting on 14th May 2008.
5. LCR Journal May 2008.
6. Cumbria CVS News - May 2008.
7. Clerk and Councils Direct - May 2008.
8. CALC Training dates for new Councillors and the new or aspiring Chairman. CALC Selectives - you select the dates, venue and content for your training.
9. Letter to advise that the Tree Preservation order for 2 Kingswood, Arnside was confirmed on 14th May 2008 with modifications. Schedule and plan enclosed.
10. United Utilities advise of further work on the waste water network in Arnside.

13. SLDC supplies forms for Cllrs to register their financial and other interests.
10123 Planning Matters:
a). It was NOTED that no applications had been dealt with under the provisions of Standing Order 25 since the last meeting.
b). The following applications were considered:
SL/2008/0412 Albion Hotel, Promenade - extension to the front elevation to form partial glazed facade with pitched roof over forming verandah and rear kitchen extension.
It was RESOLVED that the Deputy Clerk write to SLDC to state that members have commented that there is no venting system shown on the plan and the fire escape and staff entry/exit appear to be the same door.
c). It was NOTED that the following applications have been dealt with by SLDC since the last meeting:
Planning Permission granted for erection of garden store, Wayside, 95 Silverdale Road.
Planning Permission granted for change of use of part of the Willowfield Hotel, the Promenade.
10124 Action taken in accordance with Standing Order 25 (other than Planning):
It was NOTED that the following action had been taken under the provisions of Standing Order 25:-
Cheques 840 - £15.00 (WI Hall - Parish Assembly rent) and 839 - £493.50(Audit Commission).
10125 Election of Members of Committees and Representatives to other Organisations:
It was RESOLVED that the Foreshore Committee be deleted, the APC representative for APPT is Cllr Felton, there is no representative required for the Burton-in-Kendal Educational Foundation for the next two years.
It was RESOLVED that, where necessary, a planning meeting should be held on the final Monday of each month.
10126 Determination whether APC Committees should be renamed as Working Groups:
It was RESOLVED that where the Finance Committee, Internal Audit Committee and Cemetery and Cemetery Chapel Advisory Committees be amended to Working Groups.
10127 Negotiation with APC regarding the proposed Multi-wheel Park:
It was RESOLVED that the Clerk is authorised to engage a solicitor to negotiate with SLDC, as and when necessary, regarding the proposed multi-wheel park.
10128 Finance:
(1) The Financial Summary for May was received and approved.
(2) The following cheques were authorised and signed:
J Beaumont - reimbursement for insurance £1,872.02 (871)
D Willacy - reimbursement various items £237.48 (872)
10129 Reports from the following committees and/or meetings:
a). Allotments
Cllr Jones reported that: (1) minutes of the first allotment holders meeting were distributed, (2) a request was made for the Parish Contractor to (a) mow the grass , (b) examine the condition of the wall and fences surrounding the plots making good any holes/damage and recommend any further work to make them as deer proof as possible ©) designate and mark out a dedicated area for composting, (3) there have been complaints about the unkempt state of two plots, (4) allotment holders would welcome a communal shed, (5) there is a problem with drainage and Cllr Jones asked if anything could be done to redirect the water.
b). Cemetery
Cllr Felton reported that: (1) there have been two funerals this month making a total of 9 so far this year; plots are still selling steadily, (2) Cllrs Felton and Dutfield are going to Carlisle to have a look at their substantial woodland burial area, (3) waiting for estimates for the path repairs, (4) thanks were given to the Parish Contractor for his hard work in the cemetery.
c). Cemetery and Cemetery Chapel Advisory Committee
Cllr Dutfield reported that: (1) requested that the brackets for the heater be removed from the cemetery chapel wall, (2) the Memorandum of Agreement for Rental of the Cemetery Chapel between APC and the John Barnes Charitable Trust was discussed and it was RESOLVED that amendments be made accordingly.
d). Foreshore
The Chairman reported that: (1) Crossfield Boathouse had been broken into but damage has been repaired, (2) a plaque is required stating that the tide siren will sound between the hours of 8am - 8pm.
e). Highways
The Chairman reported that: (1) a letter from CCC had been received stating that the double yellow lines had not been reinstated due to poor weather, (2) there is a hole in High Knott Road which is the responsibility of Capita, (3) Springfield Road is at present being repaired, (4) the water leak on Silverdale Road is due to the reservoir emptying.
f). Playing Field Advisory Committee
Cllr Dutfield reported that a date for the meeting will be organised soon. The Chairman reported that there had been a barbecue on the field at the weekend but participants had cleared away after themselves, (2) the lanyard has been removed from the flagpole, (3) the fence at the top of the field has been repaired to stop cars from driving onto the field.
g). Playground Working Committee
Cllr Dutfield reported that: (1) 7 applications for grants have been made for over £55,000 between them and time scales vary, (2) greater awareness is being generated with a collection to be made at the school sports day.
h) Any other Committee
Cllrs Felton, Dutfield and Keefe are involved in the Parish Plan Survey Work Group and reported that:- (1) 276 replies had been received and figures will be collated to produce a report including recommendations which will firstly be put to APPT then subsequently to APC.
10130Items for Information:
The Kent Estuary Neighbourhood Forum meets in Arnside on 11th June where Cllr Jones will give a presentation for funding for the playground.
10131 Date of the next Meeting:
It was NOTED that the next Ordinary Meeting will be held on Monday 14th July 2008 at 7.15pm Items for the agenda to reach the Clerk before Friday 4th July 2008 and reports to reach the Clerk before Monday 7th July 2008.
