10022 Minutes: of the Ordinary Meeting of Arnside Parish Council, held in the Cemetery Chapel, Silverdale Road, Arnside on Monday 11th February 2008. 

10023 Present: Chairman - Councillor D M (David) Willacy, J (Janet) Bolton, P E (Ted) Casey, S (Sharon) Clegg, S E (Sandy) Felton, R G (Glyn) Jones, T (Terry) Keefe, S R (Sue) Hewett, Deputy Clerk - J M (Jayne) Beaumont, County Councillor I (Ian) Stewart, District Councillor P (Pru) Jupe and 1 member of the public.

10024 Apologies for Absence:  

Verbal apologies were received from Councillor R P (Rachel) Dutfied (holiday) and the Clerk P G (Peter) Challenor (illness).

10025 Receipt of Declaration of Members’ Interests relating to any items appearing on the Agenda:

There were no declarations of Members’ interests relating to any items appearing on the agenda.

10026 Minutes of the Previous Meeting:

It was pointed out that Cllr Jones’ attendance had been omitted and once this amendment had been made the minutes of the Ordinary Meeting held on 14th January 2008 were approved and subsequently signed by the Chairman.

10027 Matters arising from the Minutes of previous meetings:

Regarding 10008 there are still many problems with the recycling bins.

10028 Matters raised by members of the Public for future consideration:

A member of the public pointed out that over the weekend cars were parked on double yellow lines and there was general traffic chaos throughout the village.

10029 Police Report:

For the second month running, no police officer attended the meeting therefore there was no report.  However, the Chairman reported that: (1) a teenage girl had seen somebody taking scrap metal from outside a house and had alerted the police; the thieves were later arrested.

10030 Report from County Councillor Ian Stewart:

Cllr Stewart reported on the following: (1) at the budget council meeting a 3.9% rise in council tax is expected with more resources being put into Neighbourhood Watch and additional maintenance for Highways, (2) parish councils will shortly be able to report any highways maintenance problems to a Highways Steward, (3) the frequency of which the plastic recycling bin is emptied needs to be looked into, ideally this should be a twice weekly collection, (4) the problem of muddiness in the recycling bin area is being dealt with.  The Chairman reported on the following:- (1) thanks given to Cllr Stewart for having the railings on the promenade steps and by fountain erected, (2) the illegal double yellow lines on Silverdale Road need to be rectified as a matter of urgency, as promised by the Chief Exec of CCC.
10031 Report from District Councillor Pru Jupe:

Cllr Jupe reported on the following: (1) currently investigating funding for the multi-wheel park, (2) it is hoped that biodegradable dog waste bags are to be introduced, (3) the Scrutiny Committee has identified affordable housing as a major issue in the South Lakes area, (4) Beetham Parish Council have organised a ‘spring clean’ which is to be a community event and perhaps APC could consider something similar.  The Chairman reported that: (1) SLDC employees were checking meters on the old toilets but they did not have identification cards on them which he thought strange - Cllr Steward will investigate this.

10032 Correspondence:

Receipt of the following items were noted and action determined, by resolution, as indicated:

1. Letter from Arnside Youth Project Committee to emphasise the great amount of time spent on obtaining a multi-wheel park at Arnside and their great disappointment that the Council has withdrawn it’s support.  They urge them to reconsider their decision.  Later letter asking the Parish Council to perhaps share costs with SLDC.
There was a discussion regarding the possibility of leasing the multi-wheel equipment to SLDC with APC retaining the land, however, it is thought that this may be against the Deed of Trust.  It was therefore proposed that this matter be looked into in further detail.
2. Bookings form from the CALC training Course entitled “The Effective Council”. 4 Thursday evenings in February at Keswick. £40 per head.
3. Advice on Public Participation Sessions, which informs the Council that they may need to change “Standing Orders”.
4. CVS News.  January 2008.  Booking form for an Employment Network presentation on 28th February at Penrith, 2.30 - 4.30pm.
5. Rock Reports, Winter 2007.
6. Clerk and Council’s Direct, January 2008.
7. SLDC notifies of the Local Development Framework Annual Monitoring Report 2007.  This can be downloaded on www.southlakeland.gov.uk/Default.aspx?page=1811 Comments invited.

10033 Planning Matters:
a). It was NOTED that the following application was considered:
SL/2008/0086 - Glendale, 131 Silverdale Road - extensions and alterations - NO COMMENTS.
b). It was NOTED that the following decisions have been taken by the District Council since the last meeting.
SL/20071281 - 3 Coles Drive - conversion of existing attached garage to playroom and new porch: GRANTED.
SL/2007/1289 - Woodside, Far Close Drive - conservatory: GRANTED.

10034 Action taken in accordance with Standing Order 25 (other than Planning):

It was NOTED that the following action had been taken under the provisions of Standing Order 25:-
1. Cllr Felton authorised to order a rubbish-disposal skip for the Cemetery.
2. Approval given for Mr A Woodburn to be paid up to£100 for tidying up the Cemetery.

10035 Finance:
(1) The Financial Summary for January was received and approved.
(2) The following cheques were authorised and signed:

10036 Appreciation for the Work of the Volunteer Gardeners:

It was RESOLVED that letters of appreciation would be sent to the volunteer gardeners who have worked hard to make the promenade and station gardens most presentable.

10037 Consideration of the state of old Crossfield Boathouse:

The police have expressed concern over the Crossfield Boathouse and APC is concerned over it’s state.  It was RESOLVED that SLDC would be asked for an enforcement order to be placed on it for repair.

10038 Bookings for the Cemetery Chapel:

After discussion, it was RESOLVED that the Deputy Clerk, Jayne Beaumont will be responsible for making bookings and sending out invoices for the Cemetery Chapel.

10039 Reports from the following committees and/or meetings:

a).  Allotments
Cllr Jones had nothing to report.

b).  Cemetery
Cllr Felton reported that: (1) there had been two burials this month, (2) Tony Riden of AONB had many suggestions about the cemetery and the youth group have offered to help clear it up, (3) Cllrs Felton and Dutfield are working to a 5 year plan of things that require attention.

c).  Cemetery and Cemetery Chapel Advisory Committee
Cllr Hewett reported that: (1) it is proposed that £1,000 is transferred from the CCDF to the current account, (2) the chapel alarm is still off and the mouse has not been caught, (3) APPT do not now wish to continue meeting at the chapel and the Landscape Trust are the only charity at present to use the chapel for regular meetings with the rental fee still to be determined.

d).  Foreshore
The Chairman reported that: (1) there is to be a beach clean at New Barns in March.

e).  Highways
The Chairman reported that: (1) a start date is awaited for United Utilities to commence work in Station Field, (2) there are a number of potholes that do not yet appear to have been assessed by CCC Highways, (3) a manhole cover has appeared in Silverdale Road, (4) two drains on Black Dyke Road are still covered.

f).  Playing Field Advisory Committee
Cllr Dutfield did not attend the meeting therefore there was nothing to report.

g).  Playground Working Committee
Cllr Dutfield did not attend the meeting therefore there was nothing to report.

h) Any other Committee

Cllr Felton  reported on: (1) attendance at the APPT meeting and enquired when does the Parish Plan have to be produced by and whose responsibility is it to produce the document - dates will be checked with the Chairman of APPT and APPT and APC share a joint responsibility for the production.
Cllr Keefe reported on: (1) attendance of the AONB Exec Committee where a review of the Management Plan is currently being carried out.

10040 Items for Information:

There were no items for information.

10041 Consideration of raising the Salary of the RFO to 100% of the applicable SCP:

This item was held in abeyance.

10021 Date of the next Meeting:

It was NOTED  that the next Ordinary Meeting will be held on Monday 10th March 2008 at 7.15pm  Items for the agenda to reach the Clerk before Friday29th February 2008 and reports to reach the Clerk before Monday 3rd March 2008.
