8853 Minutes: of the Ordinary Meeting of Arnside Parish Council, held in the Cemetery Chapel, Silverdale Road, Arnside on Monday 12th February 2007. 

8854 Present: Chairman - Councillor D M (David) Willacy, J (Jack) Baker, P E (Ted) Casey, S E (Sandy) Felton, S V (Sue) Gibson, R G (Glyn) Jones, T (Terry) Keefe, S R (Sue) Hewett, the Deputy Clerk - J M (Jayne) Beaumont, County Councillor I (Ian) Stewart and 1 member of the public.

8855 Apologies for Absence:  

Written apologies were received from Councillor P A (Pete) McSweeney (holiday) and District Councillor R (Richard) Rollins (holiday) and verbal apologies were received from Councillors K (Ken) Hargreaves, R J (Ros) Lishman (work commitments) and the Clerk - P G (Peter) Challenor.

8856 Receipt of Declaration of Members’ Interests relating to any items appearing on the Agenda:

It was NOTED that there were no Members’ interests relating to any items appearing on the Agenda.

8857 Minutes of the Previous Meeting:

The minutes of the Ordinary Meeting held on 8th January 2006 were approved and subsequently signed by the Chairman.

8858 The Chairman proposed that item 7 (report from County Councillor Ian Stewart) on the agenda be discussed at this point in the meeting and this was RESOLVED.

8859 Report from County Councillor Ian Stewart:

Cllr Stewart’s report covered the following:- (1) there is to be a County Council Budget meeting on Thursday 15th February with a proposal to increase the budget total to £14 million with a 4.99% council tax rise - areas of growth are (a) waste disposal, (b) older adults, c) funding for the effects of equal pay claim and subsequent changes in staff salaries, (d) meals on wheels the cost of which are to be increased from £1.60 to £2.60 with the option of a frozen meal for £2 (in line with other local authorities), (e) learning disability attendance allowance the cost of day care previously being £5 per day to be increased to £5 per morning and £5 per afternoon, (f) police precept - an increase of 120 new police and community officers.

8860 The Chairman proposed that item 14 (tide siren) on the agenda be discussed at this point in the meeting and this was RESOLVED.

8861 Tide Siren

The Chairman informed Cllr Stewart that a representative from SLDC still had not been to visit Mr Brian Stoney regarding the operation of the Tide Siren.  Cllr Stewart confirmed that there was no anticipation in SLDC’s budget to cease operation of the Siren and further confirmed it was SLDC’s intention that this service should carry on.

8862 The Chairman proposed that item 16 (finance) on the agenda be discussed at this point in the meeting and this was RESOLVED.
8863 Finance:

(1) The Financial Summary for January was received and approved.
(2) The following cheques were authorised and signed:

8864 The Chairman proposed that the meeting be adjourned until such time as there is adequate heating in the Cemetery Chapel and this was RESOLVED.
