9057 Minutes: of the Ordinary Meeting of Arnside Parish Council, held in the Cemetery Chapel, Silverdale Road, Arnside on Monday 12th November 2007.
9058 Present: Chairman - Councillor D M (David) Willacy, J (Janet) Bolton, S (Sharon) Clegg, R P (Rachel) Dutfield, S E (Sandy) Felton, R G (Glyn) Jones, T (Terry) Keefe, S R (Sue) Hewett, the Deputy Clerk - J M (Jayne) Beaumont, County Councillor I (Ian) Stewart, District Councillor P (Pru) Jupe, PCSO Margaret Cahill and 2 members of the public.
9059 Apologies for Absence:
Verbal apologies were received from Councillor P E (Ted) Casey (holiday) and the Clerk, P G (Peter) Challenor.
9060 Receipt of Declaration of Members’ Interests relating to any items appearing on the Agenda:
Cllr Keefe declared that he had an interest in item 10. b). due to him being a resident of Hollins Lane.
9061 Minutes of the Previous Meeting:
The minutes of the Ordinary Meeting held on 8th October 2007 were approved and subsequently signed by the Chairman.
9062 Matters arising from the Minutes of previous meetings:
With regard to item 9050 c). Sue Gibson will no longer take bookings for the Cemetery Chapel through the Educational Institute.
9063 Matters raised by members of the Public for future consideration:
There were no matters raised by members of the public.
9064 Police Report:
PCSO Margaret Cahill attended the meeting and reported on the following:- (1) police attended Crossfield House to investigate a fraud involving a lottery scam reported by a resident, (2) a vehicle parked in Station Road had paint stripper poured over it, (3) a sneak in burglary occurred at a house in Red Hills Road when a handbag and contents were stolen, (4) man arrested at the Fighting Cocks, (5) attendance to the temporary traffic lights in Silverdale Road which were not working, (6) lady from Storth arrested for drink driving, (7) report from resident of Kings Close regarding a ‘flasher’ on the internet, (8) verbal domestic altercation between a couple who were staying in a motor home on the Promenade, (9) two vehicles acting suspiciously with the occupants letting off fireworks in the Silverdale Road/Briery Bank area, (10) report of loud party in Silverdale Road, (11) property was found near to the Bridleway to the rear of Black Dyke Road which consisted of a child’s buggy, mobile phone, wet blanket and toys - the Chairman expressed his concern over this and PCSO Cahill advised that this incident would be followed up and APC advised accordingly, (11) mirror to mirror road traffic accident was reported in Black Dyke Road, (12) welfare check was requested for a resident of Ashleigh Court, who was later found to be out with her daughter, (13) report of two people acting suspiciously but they were not found and everything appeared correct.
9065 Report from County Councillor Ian Stewart:
Cllr Stewart reported on the following:- (1) that he fully supports the desire for a 20mph speed limit, however, he needs to make sure there is a wider body of support for this within the village and is proposing to send out a questionnaire to each elector in Arnside, before Christmas, (2) there is £10 million in next year’s budget to spend on repairs to C and unclassified roads and the way Highways Response Teams are working is currently under review, (3) the lights as suggested in the Better Ways to School document will not be implemented and this scheme will be looked at again. The Chairman reported on the following:- (1) no reply has yet been received from the Chief Executive of CCC, (2) there is a 7 foot drop on the Promenade where the railings have been removed, (3) Silverdale Road is dangerous to walk up and down due to overhanging shrubbery which also prevents the roadsweeper from doing its job, (4) there is no salt in the salt bins and the salt bin by the recycling bank has been completely removed, (5) Leighton Beck Bridge should be included in the road gritting area.
9066 Report from District Councillor Pru Jupe:
Cllr Jupe reported on the following:-(1) District Council Open Days, 10am - 6pm, 14th November, Marchesi Centre, Windermere and 16th November, Coronation Hall, Ulverston, (2) hopes that APC will favour the affordable housing in Hollins Lane, (3) SLDC are looking into closing the public toilets at Kents Bank, Grange-over-Sands which will affect cross bay walkers, (4) had attended an interesting conference of AONB, (5) SLDC launching scheme to tackle teen boredom with £500,000 to be spent on projects such as the multi-wheel park, (6) there have been complaints of fly tipping at the recycling site on Black Dyke Road and neighbours are having difficulty in accessing their property due to the situation of the recycling banks, businesses are also using the site - the banks relating to paper, cans/bottles are to be removed as they are already being collected from householder’s doorsteps; the plastic, cardboard, shoes and clothes banks will remain - Cllr Stewart pointed out that this will take place on a six month trial period and if there is a serious disadvantage to residents SLDC will look at replacing the banks, (7) a survey sent out in October 2006 shows that priorities in Cumbria are changing with activities for young people, traffic and affordable housing all being high, (8) the cost of the Vehicular Activated Traffic sign programme is too high at £500 per post, (9) a new development is planned for Canal Head, Kendal to include a marina, recreations, heritage and residential features.
9067 Correspondence:
Receipt of the following items were noted and action determined, by resolution, as indicated:
1. Defra - Ways to tackle climate change.
2. CCC - Vehicle Activated Traffic sign Programme: proposal to purchase a mobile unit for village to share and ask if Arnside would like to be included in its use by installing suitable post(s) at a cost of approximately £500 each.
3. NPS - Query from property consultants about who owns the land on which the Public Conveniences on the promenade are sited (answered).
4. SLDC - Casual Vacancy. Co-option to Arnside Parish Council is now allowed.
5. Deceased Online. Notification of a new website to search for burial and cremation records.
6. CCC - Cumbria Highways publication.
7. CALC - Circular.
8. Citizens Advice Bureau - appeal for funds.
It was RESOLVED that no donation would be made.
9. CCC - request help to publicise the ‘Direct Payment Scheme’ for those who need Social Care. Advertisement suitable for a newsletter and Primary Care brochure provided (sent to Arnside Messenger).
10. North West Air Ambulance - appeal for donation.
It was RESOLVED that a donation of £100 would be made.
11. Morecambe Bay Partnership - AGM at Grange-over-Sands. Agenda and Annual Report included.
12. CCC - Cumbria Minerals and Waste Development. Regulation 26 Pre-submission consultation on Preferred Options.
13. Cumbria CVS - ‘Your News’ and Booking form for a funding fair on 23rd November 2007.
14. CALC - Notice of Annual General Meeting with Agenda and Annual Report.
15. AONB - Waymarker, November.
16. SLDC - Public Consultation Events re Corporate Plan.
17. Landscape Trust - Keer to Kent.
18. CCC - Gypsy and Traveller Accommodation Assessment.
19. CCC - Highway Response teams inform of their trial service.
9068 Planning Matters:
a). It was NOTED that the following planning application have been dealt with under the provisions of Standing Order 25 since the last meeting:
SL/2007/1125 - 3 Plantation Grove - dormer extension: NO PLANNING OBJECTIONS (delegated).
SL/2007/1203 - 53 Plantation Avenue - extension to dormer: NO PLANNING OBJECTIONS (delegated).
SL/2007/ 1207 - adj The Hollies, New Barns Road - replacement pole: NO PLANNING OBJECTIONS (delegated).
SL/2007/1210 - adj 9 Birch Grove - replacement pole: NO PLANNING OBJECTIONS (delegated).
b). The following application was considered:
SL/2007/1104 - Hollins Lane - six semi-detached dwellings: NO PLANNING OBJECTIONS provided that previous comments forwarded are actioned and a stipulation is imposed to state that only residents of Arnside may occupy the dwellings.
c). It was NOTED that the following decisions have been taken by the District Council since the last meeting.
SL/2007/1069 - 15b Plantation Avenue - extension (amended scheme SL/2007/0425): GRANTED.
SL/2007/1027 - Tanglewood, New Barns Close - single storey extension: GRANTED.
9069 Action taken in accordance with Standing Order 25 (other than Planning):
It was NOTED that the following action (other than consideration of Planning Applications) had been taken under the provisions of Standing Order 25.
1. Cost of employing Mrs S Hayward as Acting Deputy Clerk during the absence on leave of Mrs Jayne Beaumont was £77.20.
9070 Consideration of the Views Expressed at the Road Safety Meeting:
Some very valuable points were raised at the Road Safety Meeting on 24th October and the objective of APC is to ensure that roads in the village are made safer irrespective of the issue of a 20mph speed limit. As Cllr Stewart is proposing to send out a questionnaire imminently on the subject of road safety to all electors within Arnside it was RESOLVED to wait for the results of this and to act accordingly.
9071 Silverdale Parish Council hiring Cemetery Chapel:
Silverdale Parish Council have hired the Cemetery Chapel for training purposes on 20th and 27th November. It was RESOLVED that, in order to show goodwill, and as the training also includes members of APC, on this occasion the fee would be waived. However, there would be a charge for any future bookings from Silverdale Parish Council.
9072 ‘Better Ways to School’ proposal by Capita:
This was discussed in Cllr Stewart’s report.
9073 Part 1 Revenue Budget and Precept:
(a) The Part 1 (revenue) Budget, recommended by the Finance Committee, was adopted.
(b) It was RESOLVED that the Precept for 2008/09 is £31,157.
9074 Finance:
(1) The Financial Summary for October was received and approved.
(2) The following cheques were authorised and signed:

9075 Reports from the following committees and/or meetings:
a). Allotments
Cllr Jones reported that:- (1) one plot has been given up and offered to the first person on the waiting list who has accepted.
b). Cemetery
Cllr Felton reported that:- (1) Cllr Dutfield and herself have finished inputting the consecretated graves onto computer database, which has made information easier to find, (2) 5 grave plots have been sold in the last month, (3) there has been one ashes internment but no burials, (4) many trees need attention in the graveyard.
c). Cemetery and Cemetery Chapel Advisory Committee
Cllr Hewett reported that:- (1) she will now be the person responsible for making bookings of the Cemetery Chapel, (2) two standing lights have been bought for the main room, (3) the next C and CCAC meeting will be held on Thursday 29th November at 7pm.
d). Foreshore
The Chairman reported that: (1) the litter picking equipment is now stored in the old toilet on the Promenade, (2) the Clerk to write to Network Rail regarding the emergency gate on the foreshore.
e). Highways
The Chairman reported that-: (1) all matters have previously been discussed in Cllr Stewart’s report, (2) it was pointed out that during the firework display the railings by the Albion were wobbling due to the amount of people leaning on them.
f). Playing Field Advisory Committee
Cllr Dutfield reported that:- (1) letters have been sent out inviting committee members to a meeting on 21st November.
g). Playground Working Group
Cllr Dutfield reported that:- (1) she is going to liaise with Sue Gibson regarding the progress, (2) the APPT are waiting for information concerning grant applications.
h) Any other Committee
Cllr Keefe had attended the AONB Conference and reported that:- (1) a national marine bill is expected soon which will change the management of territorial waters, (2) there is to be consultation as to how the Coastal Trail will affect this area, (3) there is an idea for a regional park.
Cllr Keefe had also attended the Morecambe Bay Partnership AGM and Conference and reported that:- (1) they are at present financially quite steady but there is a VAT issue that could change this, (2) next year’s Beachclean programme has been scheduled with a beachclean taking place at New Barns on Saturday 15th March 2008, (3) technology for the bridge across the bay is still being developed, (4) there are developments off Walney Island regarding combined gas and wind, (4) the River Basin Management and Water Quality Committee have discovered a large cockle bed near to White Sands Bay, (5) there is to be an exhibition of photos showing the River Kent shifting towards the Grange side of the bay.
Cllr Keefe had also attended the APPT meeting and reported that:- (1) the questionnaire for the review of the Parish Plan is almost completed and APC will be able to look at this soon, the questionnaire is to go out to households in early 2008.
Cllr Dutfield had attended the Fair Trade meeting and reported that:- (1) Fair Trade would like to be seen as a community project rather than being connected with the church, (2) permission was asked to waive fees for hiring the cemetery chapel and this was granted as Fair Trade is a subsidiary committee of APC.
